Re:      PPO PLAN TRANSITION PROCESS at TRANSIT AUTHORITY

 

Dear Transit Presidents:

 

As you know, the City is currently changing PPO plans, from the current one commonly known as GHI, to the new NYCE PPO plan, effective January 1, 2026. 

 

Initially, Transit was was under the impression that its comparable GHI PPO plan, known as the Emblem CBP Plan, was excluded from this transition, but after I relayed the questions from several of you to Labor Relations, they realized that their CBP plan would also be transitioning to the NYCE PPO Plan, effective January 1. By the time Transit had realized this, however, the City’s November open enrollment period had already passed. When I raised that additional issue with Labor Relations, they spoke to their benefits team and Emblem, and were able to work out the following:

 

  1. A Transit-only open enrollment period for all members on City Plans will take place in the entire month of January, 2026, and
  2. Notice of that open enrollment period will be mailed out to all members of this bargaining unit by no later than 12/31/2025.
  3. Members not on the Emblem CBP who take no action during the open enrollment period will maintain their current plan.
  4. Members currently on the Emblem CBP plan who take no action during the open enrollment period will be defaulted into the NYCE PPO plan until the next open enrollment period.
  5. This means that if a member elects to change their health benefit plan, the change will be effective 2/1/2026.  All current open enrollment rules will still apply. 

 

I have been persistently nagging Transit Labor Relations for a concrete date to share with you all that notice of all this would be mailed out to the members, and urging them that it be expedited as much as possible; I have just learned of the above mailing date today. 

 

Note that because the CBP PPO plan is ending as of 1/1/2026, those members currently enrolled will default into the NYCE PPO plan for the duration of the January 2026 open-enrollment period, at which time they can choose whether to keep that coverage or select an alternate plan to begin effective 2/1/2026. For these members, insurance cards for the NYCE PPO plan have been mailed out and should already have been received. 

 

Please also note that some members were mailed the wrong cards by Emblem, of which we informed Transit Labor Relations earlier this month, who in turn informed Emblem, and Emblem has since mailed the correct cards out which should already have been received.

Colleagues,

 

Effective January 1, 2026, per the New York City Office of Labor Relations (NYC OLR), the medical, hospital, and IUOE Local 30 prescription drug benefits currently available through the GHI-Comprehensive Benefits/Anthem Blue Cross Blue Shield Hospital (GHI-CBP/Anthem Blue Cross Blue Shield) plans will be discontinued.

 

Alternatively, as an MTA City Group employee who is presently enrolled in one of the GHI-CBP/Anthem Blue Cross Blue Shield health plans, your medical, hospital, and as applicable, prescription drug benefits will now be available through the New York City Employees PPO (NYCE PPO) Plan

 

Please Note: Effective January 1, 2026, you will be automatically enrolled into the new NYCE PPO Plan. 

 

The new NYCE PPO health plans are jointly offered by EmblemHealth and UnitedHealthcare. Similar to the current GHI-CBP/Anthem Blue Cross Blue Shield basic plan, the new NYCE PPO basic plan will remain premium free, which means no payroll contributions are required from you to be enrolled in this plan. 

 

The NYCE PPO plans will now provide coverage for medical services (doctors and hospitals) as well as other medical facilities under one health plan and one member ID card – this means you no longer have to keep track of two different health ID cards. Accordingly, you will soon be receiving a new health ID card via postal mail to your address of record on file with the MTA. 

 

You can visit www.nyceppo.com to learn more about the New York City Employees PPO (NYCE PPO) Plan. Here we are providing a Plan Summary and comparison of the current GHI-CBP/Anthem Blue Cross Blue Shield and new NYCE PPO plans is provided here, as well as additional information on the NYCE PPO plans. Please carefully review all of the plan documents, including the Rate Chart and Enrollment Form . A letter regarding this change was also recently mailed to your address of record.

 

Due to the implementation of the NYCE PPO plans, a special open enrollment period from January 1, 2026 through January 31, 2026, has been authorized to provide you with the opportunity to determine whether this new plan is right for you, and as applicable, your qualified dependents, or if another available plan may be better suited for your healthcare needs. The enrollment options below are available to you and your eligible dependents. Please carefully review each of the two options available and select only one, ensuring to follow the instructions for your desired enrollment choice.

 

1. If you would like for you and your qualified dependents to remain enrolled in the applicable New York City Employees PPO (NYCE PPO) Plan effective January 1, 2026:

  • NO action is required from you.
  • You and your covered dependents will be automatically enrolled into the applicable NYCE PPO Plan effective January 1, 2026.

2. If you would like to enroll you and your qualified dependents into one of the other health plans you’re eligible for, with an effective coverage date of February 1, 2026:

  • During the special open enrollment period from January 1, 2026 through January 31, 2026, to enroll in a different plan other than the NYCE PPO plans, you MUST fully and legibly complete, sign, and submit the HR-BEN-849N Health Plan Open Enrollment/Change Form for New York City Group Employees to the MTA Business Service Center (MTA BSC). 
  • The special open enrollment period runs from January 1, 2026 through January 31, 2026, which means you have  until January 31, 2026, to submit the duly completed and signed HR-BEN-849N form to the MTA BSC via fax to 212-852-8700 or via email to BSC-Benefits@mtabsc.org.

If your enrollment request is not submitted to the MTA BSC by the January 31, 2026, deadline, you and your eligible dependents (as applicable) must remain enrolled in the pertinent NYCE PPO Plan, as the next opportunity to enroll in an alternate plan will be during the 2027 annual open enrollment period or if you experience a qualifying life event such as the birth or adoption of a child, marriage, divorce, etc.
